Ray LeBov & Associates (RLA) offers a full range of legislative and governmental affairs services. At a minimum, RLA will monitor and report on pending legislation and other developments in areas of interest to you. More comprehensive services include actively advocating on your behalf to the Legislature, the Governor, and Regulatory Agencies. RLA's principal Ray LeBov has more than 35 years experience as legislative staff and lobbyist. After a distinguished 17-year career as staff to legislative committees and prior to founding RLA, Ray served as Director of the Office of Governmental Affairs for the Judicial Council of California from 1992 thru 2004. As Director, Mr. LeBov led the state judicial branch's successful efforts to enact myriad landmark legislation including the Trial Court Funding Act and the trial court unification constitutional amendment.
Ray LeBov and Associates Client Testimonial: " Saint Ray" is the nickname assigned to Ray LeBov by one of the attorneys in our organization, and it's a nickname that was well earned. We had presented Ray with a legislative problem that appeared insoluble, for a number of reasons. First, we were an organization of attorneys, not always the most sympathetic group to represent in Sacramento. Second, our organization had no pre-existing legislative presence in Sacramento, and no identified friends in the Legislature. Third, the members of our organization were woefully short on legislative experience and "savvy." Fourth and most importantly, the solution our organization was seeking involved the expenditure of state funds, at a time when the near-universal reaction to any legislative proposal involving expenditure of money was a flat "no." Ray examined our problem, our organization, and our resources. He designed for us a realistic timetable and a workable strategy, and he guided us expertly through every legislative and administrative contact. While our tactics evolved as matters developed, our strategy never changed. Under Ray's guidance, we achieved our "stage one" goal. It was when we reported that success to the members that "Saint Ray" was coined. One final observation about working in Sacramento with Ray LeBov: The minute you enter the Capitol with Ray, you know he's the right man for the job. It seems that everyone knows him, everyone wants a minute of his time, and no door is closed to him. We could not have been more pleased with our association with Ray. We look forward to working with him on "stage two" of our project. |
